The Town of Halifax has issued an Invitation for Bids to replace and extend the fire suppression system at the Halifax Elementary School. The bids for sub-contractors are due on January 31 and the bids from the general contractors are due on February 7.
The Town had approved an appropriation of $977,000 for this project in May 2017. Since plans had not been developed at that time, the Town did not go out to bid for this project that year (the roof on the Elementary School was replaced that summer). The Town did go out to bid late in the spring of 2018 but no bids were received. The lack of bids was due to the reluctance of fire suppression contractors to act as general contractors (they prefer to be a sub-bid under a general contractor) and that their "dance cards" were full for the summer of 2018 (most of the work on the siding, doors, and windows at the Elementary School was done during the summer of 2018).
With bids due on February 7, the Board of Selectmen has scheduled a special town meeting on Monday, February 25 at 7:30pm at the Elementary School with a focus on any necessary additional appropriations for this project. As with the initial $977,000, this additional amount would be bonded and any principal and interest would be paid within the levy limit and not part of a debt exclusion.
