The Town of Halifax lists various Requests for Proposals (RFPs) and Invitation for Bids (IFBs) on this section of the Town's web site along with any required publications in local newspapers and/or the Massachusetts Central Register or the Goods and Services Bulletin. This includes any auction of equipment, property, or surplus goods owned by the Town. Potential bidders are advised to check this site for any changes or addenda to the RFPs and IFBs.

In addition to listing RFPs and IFBs, this page also lists the sale of surplus property such as supplies and equipment or land or buildings for sale by the Town.

Anyone interested in receiving announcements about RFPs, IFBs, or the sale of surplus property should subscribe to the announcement list through the Town's E-Subscriber service.

The Owner’s Project Manager is to provide Project Management Services for the repair and replacement of the fire suppression system at the Halifax Elementary School, 464 Plymouth Street, Halifax, MA. Project has been bid and the contract awarded for this work. Total project budget including all costs: $2 Million. Install three garage doors at Highway Barn

The Town of Halifax, Massachusetts, through its Board of Selectmen, is requesting bids to install three new garage doors and associated infrastructure at the Halifax Highway Department, 60 Hemlock Lane, Halifax, MA 02338. The Invitation for Bids will be available on or after December 13 by visiting the Town's website at - Bids must be sealed and clearly marked "Highway Garage Doors" and submitted to the Board of Selectmen, 499 Plymouth Street, Halifax, MA 02338 no later than 12:00PM on Tuesday, January 9, 2019. The Town of Halifax reserves the right to accept any proposal, to reject any or all proposals and to waive minor irregularities and/or formalities as it deems to be in the best interest of the Town. This Request for Proposals is in accordance with M.G.L. Chapter 149.

The Town uses the "Generic Contract" for this procurement.

Insurance Requirements have been added. The contractor awarded the contract shall provide a certificate of insurance showing that it has insurance meeting these requirements and listing the Town as an additional insured.

THIS PROJECT IS BEING ELECTRONICALLY BID AND HARD COPY BIDS WILL NOT BE ACCEPTED.  Please review the instructions in the bid documents on how to register as an electronic bidder.  The bids are to be prepared and submitted at .  Tutorials and instructions on how to complete the electronic bid documents are available online (click on the “Tutorial” tab at the bottom footer). 
The Town of Halifax, the Awarding Authority, invites sealed bids from General Contractors for Fire Protection Upgrades of the Halifax Elementary School, 464 Plymouth Street in Halifax, Massachusetts, in accordance with the documents prepared by Habeeb & Associates Architects dated January 16, 2019.

The Project consists of:

Removal of existing dry sprinkler system and installation of the new wet sprinkler system. Installation of new sprinkler standpipes and associated equipment and devices. Replacement of the existing ceiling tiles.

The work is estimated to cost $900,000 (including all alternates).

Bids are subject to M.G.L. c.149 §44A-J & to minimum wage rates as required by M.G.L. c.l49 §§26 to 27H inclusive.

General Bidders must be certified by the Division of Capital Asset Management and Maintenance (DCAMM) as a prime contractor in the category of General Building Construction and must submit a current DCAMM Certificate of Eligibility and signed DCAMM Prime Update Statement (Form CQ 3).

Filed Sub-bids for the trades listed below will be received until Thursday January 31, 2019 at 4:00pm and publicly opened, forthwith online. 

General Bids will be received until Thursday February 7, 2019 at 4:00pm and publicly opened, forthwith online.

Filed sub-bidders must be DCAMM certified for the trades listed below and bidders must include a current DCAMM Sub-Bidder Certificate of Eligibility and a signed DCAMM Sub-Bidder’s Update Statement.

All Bids should be submitted electronically online at and received no later than the date and time specified above.

General bids and sub-bids shall be accompanied by a bid deposit that is not less than five (5%) of the greatest possible bid amount (considering all alternates), and made payable to the Town of Halifax, Massachusetts.

Bid Forms and Contract Documents will be available for pick-up at (may be viewed electronically and hardcopy requested) or at Nashoba Blue, Inc. at 433 Main Street, Hudson, MA  01749 (978-568-1167).

There is a plan deposit of $50 per set payable to BidDocs Online Inc.

Deposits may be electronically paid or must be a check. This deposit will be refunded for up to two sets for general bidders and for one set for sub-bidders upon return of the sets in good condition within thirty days of receipt of general bids. Otherwise the deposit shall be the property of the Awarding Authority.

Additional sets may be purchased for $50.

Bidders requesting Contract Documents to be mailed to them shall include a separate check for $40.00 per set for UPS Ground (or $65.00 per set for UPS overnight), payable to BidDocs ONLINE, Inc., to cover mail handling costs.

The Pre-Bid Conference and site visit will be on January 22, 2019 at 3:00pm at Halifax Elementary School, 464 Plymouth Street, Halifax, MA 02338.

Paul J. Rogan has been awared the general contractor. Work should take place between June 12, 2019 and August 20, 2019.

Gasoline and Diesel Fuel

The Town has concluded its bidding process for Premium Unleaded Gasoline and for Diesel Fuel for July 1, 2016-June 30, 2017 and for two possible additional one-year periods (July 1, 2017-June 30, 2018 and July 1, 2018-June 30, 2019). On April 10, 2018, the Board of Selectmen voted to continue the contract for the July 1, 2018-June 30, 2019 period.

The contracts were awarded to Noonan Bros.

When the Town issues an IFB for gasoline and diesel fuel, all subscribers to the mailing list will be notified.

The Town maintains an 8,000 gallon tank for gasoline and a 6,000 tank for diesel fuel, both at 60 Hemlock Lane.

Heating Oil

The Town of Halifax participates in the annual bid by Plymouth County. Please contact the County for more information.

Electricity Generation

The Town's current electricity contract is with Engie at a price of $0.09268 per kWh. The contract ends in December 2020.

Natural Gas

The Town's current natural gas supplier is Sprague Operating Resources. The contract ends on July 31, 2020. The price is $0.593 per therm.
